I think it's a damned if you do, damned if you don't situation. Moving anywhere else would probably involve moving to a location away from populated areas. It then means that people come and go just for the event and you're unlikely to get extra people, unlike say Wembley where there are lots of places nearby for extras and so more people are likely to come. Also on developing transportation links, again that sounds incredibly hard. Look at HS2. Yes there are other issues, but one of the biggest has been buying people out of their land and too many people are fine with the idea as long as it doesn't impact them.
