Midi-Olympique has reported that initial contact was made between the Paris club and Carter way back in November and that contract talks had been progressing ever since. Carter has previously played for Catalan side Perpignan - although his playing time was severely cut short due to a ruptured Achilles - and has made no secret of his desire to return to France.
Perpignan recently agreed a deal with Welsh fly-half James Hook, paving the way for Racing to pursue their man.
Racing could certainly afford the All Blacks fly-half as they are bankrolled by multi-millionaire Jacky Lorenzetti, and Midi Olympique quoted the Racing president as saying "Daniel Carter, yes why not?".

Someone on COYS seems to think Cato is on his way to Saints. Would have been very excited about that prospect 18 months ago, not so sure now. Maybe a change of scenery is what the guy needs, but he's been ruddy awful over the past year or so.
