My thoughts:
English Hooliganism: no longer particularly relevant after decades of work between police and the FA. Current isolated instances of violence against other fans isn't an outlier, in my adult life this hasn't been an issue - Russia was the last hurrah and that was instigated by Russian hooligans. England travelling fans are leaders in current UEFA standings for behavior.
DV: horrible issue and the link with English football is undeniable and grim. However the causation doesn't mean that this is anything supported by English football and its uninvolved fans. DV is an issue in the UK, Ireland and the world over, a football match creates the environment for the abuser but they would find other ways to get themselves in such a state in England. However there is separation between this and English football, it is a far larger issue that includes some England football fans.
Racism: this is a societal problem, Musk's Twitter has strengthened the racists as stated above. This is not an English football issue, it's a far wider issue that has a demographic who are English football fans (among many others)
Condemning Argentina: not an issue from fans who are aware of England's issues and condemn them too. England's players were better behaved than Argentinas this world cup and have no controversies to the same degree as this Argentina side. Sure there's sour grapes involved but saying nothing because of the behavior of some extremities of England football fans (most of whom do not attend games) is unreasonable to ask
The Falkland/Malvinas: not worth the data
I think many of the complaints laid against England in this thread are out of date and unnecessary. None of the issues are specific to England and many are worse elsewhere. The initial comments were reactionary to a heated football match.
I say this as someone who would only support England against maybe two teams on earth if they were to play them (neither was in the WC). I support anyone but England for fun because I'll never follow Ireland through a knockout campaign that lasts more than two games (that would be heady days too). I am not a great supporter of the UK, they have fractured my own country and left a portion of the North separated and disadvantage from the rest of the country (and deny a genocide that was their fault here) and they have done the same in now unsettled areas the world over and have never offered the required support to fix their mess. I don't think routinely going against England / the UK in all matters fixes any of these issues, routine anti-British sentiment is a primary barrier to fixing my country as we would need to welcome British people for it to be united and constant finger pointing only raises animosity or carelessness to the other issues. The UK could fix the world over in the next four years and I'd think they'd become a great country, I still wouldn't support England because that's not fun!
All the issues raised in this thread have tenuous links at best to England football currently in my opinion. Most are completely separate issues that the English FA unfortunately have to deal with due to the demographics of their fans.
