ELV Meeting News

There's been news from the ELV meeting (featureing global stakeholders) as to their recomendations.

The final decision is at an IRB meeting in the middle of May, but the report from this meeting should carry heavy sway.

There was a good article aswell in the Sunday Times (Irish version anyway) that suggested that the 6 Nations, ERC, Argentine and Canadian IRB reprasentatives would be allied against any attempts to bring many of the more contraversial ELVs into permanant effect (such as the free kick at ruck time ELVs).

But here's a list of the Recommendations:

Recommendations for the IRB Rugby Committee

The following is recommended to the Rugby Committee for adoption into Law:

Law 6 – Assistant Referees allowed

Law 19 – Kicking directly into touch from ball played back into 22 equals no gain in ground

Law 19 – Quick Throw permitted in any direction except forward

Law 19 – Positioning of player in opposition to the player throwing-in to be two metres away from lineout and the line of touch

Law 19 – Pre-gripping of lineout jumpers allowed

Law 19 – Lifting in the lineout allowed

Law 19 – Positioning of Receiver must be two metres away from lineout

Law 20 – Five-metre offside line at the Scrum

Law 20 – Scrum half offside line at the Scrum

Law 22 – Corner Posts no longer touch in goal

The following is not recommended to the Rugby Committee for adoption into Law:

Law 17 - Maul - Head and Shoulders not to be lower than hips

Law 17 - Maul - Pulling Down the Maul

Law 19 – Freedom for each team to determine Lineout Numbers

Sanctions and Free Kicks (subsidiary recommendation for further examination)

Tackle/Ruck Infringements (subsidiary recommendation for ruling in law to be sought by a Union to clarify interpretation of current Law)

Other Union-specific ELVs

Up to 15 minutes half time - recommended to Rugby Committee for adoption into Law

Rolling substitutions for Community Game – recommended to Rugby Committee for adoption into Law

Use of Under 19 variations at the scrum for Community Adult Game where agreed by the Union – recommended to Rugby Committee for adoption into Law

Protocol to extend the remit of the TMO – not recommended to the Rugby Committee for adoption into Law

I've always considered that problem to lie in the attacking team being afraid of going into the ruck, seeing as the current rucking interpretations favour the defense.

A solution there perhaps?

Does this one mean that numbers must match in the lineout too? If so it'll open up the pitch again, along witht he maul.

Good news ...... no..... great news.
 
One must at least be pleased to see the maul back. Hopefully the Italians can re-salvage some pride in the 6N next year, plus the two games against Argentina this summer suddenly become a much greater test for England. It's just great for those nations who've not got the history or coaching set up to necessarily work out great team moves and develop skills between the backs. If we want the sport to grow beyond the Empire then the maul must remain. Even between the bigger nations, it prevents the game from becoming too one-dimensional.

Agree, this law had a much bigger impact than the IRB thought. Teams struggling at the linout can now properly shorten it again! Yay.

I know. I suspect that this wss one of the few that would have experienced global rejection and disdain. So good to see it go.

Not to mention that Georgia and Italy will be partying right now! On that point, where's Lekso, he'll pobably Jizz all over the gaff when he sees this!
 
And I wonder when the hell they'll switch rules. I presume it would be at the end of season in Europe for the European countries and the end of the SANZAR season for the rest of the world?
 
I assume as well that it'll the ELVs we saw in the Autumn Internationals and Six Nations that'll be in place for the Lions tour?
 
I suppose we'll find out mid may. But I'd presume that we'll be using the current NH rules.

I've lost it twice already. Only as a result of my brilliant interwebsing navigation skills was I able to find my way back. If I struggle, how will the Welsh lads ever get here?
 
This season has been totally ruined by the wretched ELVs. I personally have never seen so much negative play from normally positive teams(my own included). The maul is such an attacking weapon especially at the line-out that it has been treason this year to see it literally neutered. Lets get back to some exciting forward play and some space for the fast guys.
 
indeed all the talk that the maul will be to the advantage of Italy and Argentina seem to be forgetting what a potent weapon it was for both Ireland and England.
 
Thats right. It would be interesting to hear the views of our SH members who were so vocal in their praise of these silly law variations.
 
I like the "not matching numbers in line-out" rule, it opens up a lot more possibilities for the set-piece from the line-out, I never understood why you had to match the numbers, I want this one kept.
Collapsing the maul, ok, it maybe didn't work.
I also like the "no ground gained if the ball is kicked after being passed back into the 22", hopefully players will realize they will eventually have to back their sweepers when they run it back infield instead of the "ariel ping pong" which I think should be put down to "time wasting sometimes.
