Nations Championship Division 3 - Hypothetical

With the Nations Championship and its sister tournament due soon I was wondering what teams would make up a hypothetical third division.

Brazil
Paraguay
Namibia
Belgium
Netherlands
Algeria
UAE
South Korea

Kenya?
Sri Lanka?
Colombia?
Switzerland?

This is based on the 2027 World Cup Qualifiers. I am not sure who to add to make it 12. Or could it work with the 8?

The top 12 non-World Cup qualified teams based on 1st December Rankings which was used as the cut off for the World Cup draw:

Belgium
Netherlands
Namibia
Switzerland
Czechia
Poland
Paraguay
Russia
Sweden
Brazil
Germany
Kenya
South Korea

On an outright rankings basis you would have Russia. Due to things happening between Ukraine and Russia Russia gets replaced with South Korea

A third way is to rank by a mixture of continent/qualification grouping and rankings:

Europe:
Belgium
Netherlands
Switzerland
Czechia

Africa:
Namibia
Kenya

South America:
Paraguay
Brazil

Asia:
South Korea
UAE

Pacific:
Mexico
Cook Islands
