The idea of the exercise would be to conduct it 'as is'.
Although, let's be honest... even if we conducted this with everyone at its peak it wouldn't make any difference at all.

As a English guy having lived in Wales and Scotland i could qualify for both under residency rules but I'm probably not South African or English enough to fit in those teams.
