But there isn't that much of a difference between new and old IPs unless he's moved out of the area.
 
Basically it should be his just his internet connection that is banned. He could get a new provider and that will change it. And his username is banned. And his email account is banned.
 
Obviously it's easy for him to reregister using an alias or another isp and another email address but it's also easy to spot his posts a mile off so it would be pretty pointless.

also

ask internet provider for dynamic ip address? well that would work 2 most dial up users have dynamic, but can be given static ones.

also some isps (like mine) have dynamic ip addresses, and go through a proxy which would make it hard to ban a specific ip address

this is just from what i understand :)
