They should watch Rugby League.
The only way the scrum law would work is if they made it clear that any team deliberately conceding free-kicks at the scrum would be penalised and players given yellow cards.
Australian Rugby Union needs a strong Professional League below Super Rugby. A bit like the NPC in New Zealand and the Currie Cup in South Africa.
Even Argentina has the Top 13, although I am not sure that is professional.

I think Lood De Jager will want to go to 2027 and he is a year younger than Eben.
I also wonder if Am/Kriel and Esterhuizen will want to play in 2027 as they will be 33/34
Players seem to be fitter these days and can go longer.
Match fixing is unlikely as it is a criminal offence. If proven beyond reasonable doubt people will go to prison and be banned for life. As well as kicked out tournament.
If proved on balance of probabilities, then kicked out of the tournament and given lengthy bans.
