Yeah, it almost definitely is that, but I wouldn't be surprised to see more players eyeing up this foreign player pathway that has opened up.
I fully expect Anthony Watson to go the route at some point after the World Cup, for example.

He would need to bulk up most likely but height wise he would be fine for RB.
If he gains 10lbs he would be roughly the same size as someone like Barry Sanders.

If Savea finds his form from 2-3 years ago, I'd rather have him than Radradra. That's not a slight against him just Savea was unplayable for years.
