Chernobyl why would you do any of that? Dropping a nuke (which Russia can do quite well) would be a far greater precision strike and people would spot you removing the shroud anyway.

But that's what it is, if they would ever do it, there's no reason to remove the shroud ever and I'm betting satellite surveillance of the site is extremely high, we'd know almost instantly if they did.
