England need a limit to playing time

He's still played a **** load though,
Over a 100 appearances at Yorkshire, averaging over 14 games a season at Gloucester
Not like he's not been given a chance

Plenty of age grade players make an impact at senior level, some just don't transition as naturally to senior rugby. Not every superstar kid becomes a superstar adult

Quite a few U20's captains have ended up not doing much

Ludlam might be the best recent example who hasn't really had any sort of game time considering he was like the young player of the year in 2015 or something like that.

Generally you make the U20's your going to make it in a prem team on the whole.

Genuinely interested. I know what my instinct’s telling me but I haven’t seen any numbers.

By squad or by starts / game time?

For both though, much, much better than itnused to be.
A decade ago 1/3 of the league could (IIRC one even did) start an entire XV of foreigners, whikst I my 1-2 were capable of fielding a full CV of Englishmen.
Now there's probably 1-2 who couldn't, and I very much doubt anyone could field a XV of foreigners.
Last time I looked, based on starts, most clubs were 60-70% EQP with some into the 80s
