Clearly the best fly-half at the minute, but wouldn't rate him as strongly as Diego Dominguez. To score over 1,000 points in test rugby for a 'weak' rugby nation is pretty awesome.

Isn't that what Neil Jenkins did first?
Not completely sure, but I think it was Jenkins who did that first in world rugby.

Yeah, I mean Jenkins did it first, and he played for Wales in the 90s; a team I'd consider as 'weak'.
But still probably had more chances to gain points with the Five Nations and World Cups. Italy didn't enter the Five Nations until 2000

Is Dominguez from Argentina or Italy? I'm sure he's Italian, but just checking.
Both, born in Argentina, and played for them first, but then played for Italy for the majority of his career
Yea I think he played two tests for Argentina, but didn't get much time because of Hugo Porta. He was born in Argentina as well, but was allowed to play for Italy because of a grandmother I believe.

I think Carter is the best outside half in the world, cooper and steyn are up there but carter has it all, flair,superb kicker, runs the backline well,defence and experience. while cooper and steyn are a little young they are getting there
About the World Cups ... he played in 3: 1991, 1995 and 1999. 74 Caps for Italy also.
As you said prior to Italy entering the 6 Nations they would have likely played sides like Romania, Spain and Georgia. Certainly Romania in the FIRA Trophy, they used to contest along with France.
Daisuke Ohata is known as the leading try-scorer but the majority of his tries came against lesser nations (no disrespect to them), Dominguez may also be in the same category, all depends without seeing the stats.
No disrespect to Diego DomÃnguez he was class but not in the same league as the ginger monster that was Neil Jenkins.
