I notice that more time is being given to the tackled player to pass the ball off the ground even doing dummy etc.my understanding is that it has to be an immediate action pass or place ball on the ground. Please watch many matches over last few weeks from all over the world.

This isn't a new thing and has gone on for a fair while personally I don't mind if it's reffed reasonably consistantly, it keeps the game flowing nicely, I think you also have to take the situation into account if the defensive team has made no realistic poach attempt before it's passed I'm more inclined to say let it slide.
